Patricia C. Vaughan

Patricia C. Vaughan is vice president, general counsel, and secretary of the Population Council. She is responsible for legal and regulatory affairs and ensuring that the organization complies with all relevant laws and standards in the conduct of its research and operations around the world. She leads the Council’s enterprise risk management program and helps to manage the Council’s business relationships with the pharmaceutical industry. Her substantive areas of practice include intellectual property, licensing, contracts, employment, integrity of research, not-for-profit, international, and corporate governance.
Before joining the Council, Vaughan was in private practice in New York City and served as general counsel of the Risk and Insurance Management Society, Inc.
Vaughan is active in a number of international and domestic organizations that are engaged in health, education, and development initiatives. She is a member of the Council on Foreign Relations and the Global Health Council. She also serves as chair of the board of directors of the African Population Health and Research Center in Nairobi, Kenya; advisor to the ICA Foundation of Turku, Finland; director of Literacy Solutions NY, Inc. in the New York metropolitan area; director of Vennue Foundation in Stamford, Connecticut; and director of the Non-profit Risk Management Center in Leesburg, Virginia. She helped found and served as chair of the board of directors of Solutions for Innovative Policies, Programs and Technologies, NPC, a nongovernmental organization in Johannesburg, South Africa. Vaughan also served as an adjunct lecturer at the State University of New York at Purchase.
Vaughan received her Bachelor of Arts in public and international affairs from Princeton University and her Juris Doctor from Columbia University School of Law. She is admitted to practice law before the state and federal courts in New York and New Jersey. She also earned a business management certification from New York University’s School of Continuing and Professional Studies.
